Yes. You can do it with a DDL Trigger. Unless this is a single user-id
exercise you would need to create a table indicating which users had
access to which user's schemas.

There is an example about 2/3 of the way down the page titled:
"DDL Trigger To Prevent Creating Objects That Whose Names Begin With The
Letter 'X'." A few small changes to this logic will do it.
