Resolved ;-)
I found that all mostused browsers are able to print colored border, so I
rewrote my code.

@media print { {
            margin: 0;
            padding: 0;
            border-width: 8px 8px 0 8px;
            border-color: #ff0000 !important;
            font-size: 1px;

<p>Color: <span class=red>&nbsp;</span> red</p>

To clarify my goal - this is used in administrator pages to allow to
administrator to print web content and send printed pages to customer via
snail mail.
